Is there a fix for "too many cities"?

Has anyone released any editors/hacks that fix the tiny city limit in Civ 3? I know it's not actually a bug, but if Firaxis did it just because "it might make the game run slower", then it was truly a horrible design decision. If the game's engine simply can't handle it without crashing, that's still not acceptable, but I could at least understand. Hopefully Firaxis understands that what runs slow on some computers won't run slow on others, and that some people have different tolerance levels regarding how slow their games run (an "option" anyone?)... Anyway, any help or ideas would be appreciated!
 
No, you can't change the max. # of cities in the editor. You can change the 'optimal' number of cities for corruption, but not the max. 512 cities. I dislike this also, it's not too hard on Marla's map to get 512 cities.
 
Of course, 450 of them will be producing 1 shield.
 
512 cities is a problem for you? Wheeeuuu! I don't think the games I have been in have gotten even close to that! :)
