Jail time for skipping a physical?

God damnit. This seams very troublesome to me.

If something is required or mandatory then its usually always backed up by a penalty or legal action.

He may not have mentioned jail time or fine but he definitely implied it with his word usage.

Yup, but sanction in a wider perspective. Not all sanctions mean jail time. Just take my example: don't make regular physicals, and as sanction, you have to pay for your doctor instead of getting one free of charge.
