JASC PAL viewing/editing?

ok, in the flicster tutorial i saw the thing about .pal files and i can't open those. i tried jasc psp 8, psp 7.something (from kazaa) and animation shop and none of them would open the .pal

do i even need to do that to cut and paste units?

well then i just dont get it. it's not like i'm stupid or anything but i followed every single step from the flicster tutorial and it still don't work out.
