Also I think there is a typo in your instructions no big deal just "To install, extract to downloaded zip to My Games\Sid Meier's Civilization VI\Mods."
Extract "to" downloaded zip "to" I think with two it make one too many tos.
Probably should say, extract "the" downloaded zip "to"...
But anyway I would like to see a link to get all of them at once on the main post. But if not that's fine, oh well, no big deal, it's not too important.

Hitler(ru).xml is an UTF8-File which is correctly recognized and displayed by my XML-Editor (which is Notepad++).
But your Frederick(ru).xml seems to use another charset for cyrillic chars while stating it is UTF8.
It throws an error while open up and all cyrillic chars in the file are broken (while the other ones are shown correctly).
So maybe you should take a closer look on the char set of this file.
@ChewiLover53 I’m not too sure JFD actually takes requests unless they’re from Jan himself (and that’s usually because Jan created some amazing piece of artistry that JFD couldn’t see going to waste). JFD tends to have his own list of leaders he wants to create and sticks to that.
At any rate, modded Civs usually come out better when the modders themselves want to create them, rather than at somebody else’s request. That way, they typically pour more of their creative juices, heart and soul into the project. Otherwise, it feels like a homework assignment.
