Current political situation in this timelines Russia as per my own choices. Alexander II was not assassinated in 1881 which allowed him to continue his work on the Duma and other reforms. Four years later in 1885 the Duma is on the brink of realization. Other than that the situation is more or less the same with a bit less radical movements as the Tsar is working towards his liberal ideals. This Russia is more isolationist than historically and is refusing to enter alliance with any power bloc or nation, instead preferring to work diplomatically and economically to maintain peace in Europe and Asia.

We are wishing to buy them because Spain cannot manage those far fetched islands with out its main East Asian Colony of the Philippines and they'd make great Naval Bases, which won't work well for Spain, as they have no navy to speak of.
