As testament to this, we shall no longer stand the centuries of injustice put upon us by them and, as such, the People's Brotherhood of Colombia earlier today signed a formal declaration of war against the bestial savages of the Kingdom of Siam. We believe this should send a message to any who seek to put us under the yoke of their imperialism.

We propose a simple pact called the Latin America Defensive Treaty. This treaty would be a simple defensive alliance so that should any of its members be invaded by a non member state we would all defend it against the aggressor.

While it is obvious the main reason why we propose this now, we must also remember that throughout the Caribbean and in a few isolated pockets of South America are also European Powers. As this is not an offensive alliance its goal is not to remove those enclaves as it is to prevent any further spread.

This treaty also does not constitute any form of infringement on a nation's sovereignty. We will not dictate who you may trade with, have cordial relations with, etc... Though we do hope this would promote improved relations between member states.

China is a massive empire, right on our border and is a contributer to our trade sphere, British dominance over the Chinese will only harm Russia and potentially leave us open to hostilities. Russia will not stand by idly as Britain surrounds her.

Your alliance with China also worries us, this may hamper German trade to China, and this may make them refuse our previous offer, We feel China should be neutral to keep all European nations happy. We do not want a war to start over China. Also this effectively brings the whole of China into the British Sphere of Influence, threating ours and other nations SoIs.

The agreement would insure fair and equal trade between European and China. As you can see, China is perfectly willing to conduct free trade with all parties that might be interested. As such, we cannot see how you would be alarmed by a simple gesture of friendship between two nations. China is not a toy, for children to fight over who owns it. Not to mention your unwarranted suspicions that Great Britain is somehow planning your downfall in an alliance with the Qing.
