Well, I think that reducing the number of civs in the game only reduces the costs when at least one civ already has the technoogy. Seeing as we had techs to swap rather than trying a straight buy, I think the effect was minimal. As a final subtlety, we could try to build the SS party lounge on the very turn we discover the Laser, rather than on the next turn with the GL. Provided we make sure that a city preceding the pre-build city on the priority list completes something that interturn, and then scroll ahead to the pre-build city, I think this would be possible.
