I'm a new player and one of the main limiting factors when building my cities seems to be corruption. I know that how far away your cities are from your capital and the number of cities you control are factors that influence the amount of corruption (wasted output) that can exist.
As a result, it seems wise to place your capital city in a central area of a relatively large piece of land and just create your expansion cities around it so that no city is too far away from your capital. But what if you start the game and your initial settler is near the coast? Should I waste time moving the settler inland so that I can have room to build cities around my capital or is there another way around the corruption problem? The problem has gotten bad enough to the point where I'm trying to build courthouses but my production is at zero since all of it is being "embezzled" from the corruption. In a sense, I'm in a catch 22 because I need production to solve corruption but the corruption is keeping me from having any production. Any ideas on how to minimize corruption?
