Does Kuriotates capital (or any other 3 plot radius city) + City of 1000 slums = 4 radius plot city?
And I my self have newer seen the AI act so stupidly as you described it. Althou it is not smart eather but it seems to understand that the city radius is 3 and not 2.

no. They either can't build it, or it has no effect. You can't get a 4 radius city.

i highly recommed trying Orbis Kuriotates. They tend to dominate the AI in that mod.
