In order not to outstretch our borders, Askia wants to sell this newly acquired puppet city to any civ for 300 pieces of gold.
The second level puppet has a plantation of wine, a deposit of iron (2 resources) and a library. It is also situated near Fudzy mountain. Moreover some citizens of this puppet (a worker) will be gifted to the purchaser. The proposal is viable within next 30 turns.
In our opinion China or Roman Empire could be mostly interested in this deal.

Late era strategic resources will most likely appear near city state, why sell it for merely short term profit?

Askia doesn't want to grab a large portion of landmass and to be considered as a threat by his neighbours. Selling of the puppet is more geopolitical issue related with maintaining peace with our neighbours.
Songhai has already enslaved sufficient number of workers, citizens of city states. So we can grant one worker for opportunities of future friendship.

With Persia in the game, a strong Songhai empire ensures the stability of the power balance, pleased don't weaken yourself by cheap sales unless your happiness has huge problem, which you shouldnt before considering the annex/puppet.
