As for personality she is on the level and doesn't seem to insane. She does require you to do her a favor or two, but usually you can spare a few strategic resources early on and get on good standing with her.
As for traits my most recent win was with her and the two-three free techs you can get are very nice. Emphisizing culture is key and the science and industry tree pair well with her to keep your infrastructure up to fuel the culture / science machine. The early and mid game techs can be used with careful planning for some nice slingshots.

Personality wise he seems like a honorable guy, but the few games I have played with him he fails to expand quite often as he is too busy fighting aliens, and the aliens keep coming, so he keeps making units. And seldomly cities. The ai needs to be taught to make cities by a certain turn... Last game he played OCC africa building maybe 2-3 and they each shared a continent infested with aliens.
His UA is not that great. Science, industrial base, or trading bonuses are much stronger as they will yield you quicker virtues, which dramatically increases your military power. Until T4 Affinity units are brought down in combat value this leader doesn't bring much of an advantage to the table to play the game with any significant edge.
