Leader Pages

I've heard hopeful modders from Mexico talking about how they would like to develop a mod program for Civ 5 that will help them make fully animated HD leader pages like the official versions. The goal is to create a Bowser from the mario games leader page, fully animated.

These are the only Mods I would ever use. I've played around with a few mods here and there, but I can't commit to any mod that drastically changes the official gameplay, and I can't play with any Civ mod that doesn't have an awesome leader page.

So I don't use mods.

But what do you guys think in terms of someone accomplishing this? Is it possible?

Awesome, I'm actually really impressed without the Hitler mod looks, but I can't figure out how to get it in my game, even with some of the tutorials I'm looking at.

Could someone please link to me to the appropriate tutorial?
