Maybe, if this is the inspiration, I would prefer zero gold adjacency bonus to commercial zones, replaced with culture -- commercial districts produce culture adjacency bonuses rather than gold. This way, you would have a *~vibe~* of a bankrupt state.
Spending gold on wonders seems tricky to me. They would have to be incredibly expensive, so this ability would probably not be usable until the mid/late game when you've had sufficient time to accumulate an adequate gold reserve.

As others have said, we have the Jahan GE mechanics that already do that, so not that tricky.
Other option I envisioned, more in line with your bankrupt state vibe could be: “gets % production to any wonder built, but city gold (and maybe also science) production drops to zero when doing it”

They could give the Jahan ability to ALL Great Engineers. That would require very little reinvention. And Germany is going to have a fair share of GEs if you're building your Hansas.

Random (not contrasted) fact they told us at Neuschwanstein is Ludvig conceived the castles and palaces he built as his private propierty, not to be open to the common folk, but to be enjoyed in solitude (or only by a small circle). That would rule out te amenity bonus.

I don't think it's possible to even grant Shah Jahan's ability to other Great Engineers for a specific civ/leader.
On a technical level, Great Person actions are not "unit abilities" (which can easily be granted via modifiers). Great Person actions are their own thing and the way they're set up is separate from the modifier system.

There's actually a recent CIV mod for Mughal (leader Akbar) that actually has a Unique Great Person called 'architect of wonder' that actually does exactly that... Really cool, but the GP is awarded every era, which makes it OP unfortunately...

Sure, that'd be doable. But Firaxis could also simply edit the codebase to make the general idea doable. My point is just that if it goes beyond a simple use of the modifier system, it's unlikely to be done for the Leader Pass . I certainly don't expect them to add unique units, buildings, districts, etc. to go along with the leaders.
If he has a way to get Musician points faster and early slots, like amphitheaters or even Wonders themselves, it could work. Doesn't Russia at least start getting their Great Musicians in the Medieval/Renaissance Era with their Lavras?

Yep, it is somewhat ironic that the hugely expensive castles he poured money into for his own private enjoyment have turned into extremely profitable tourist attractions for Bavaria.

Since Qin the Uniter that gave +1 Spread and the Convert Barbarian promotion from Apostle to Melee units, I would have thought they could give the +1 Charge and Shah Jahān ability to a specific set of unit. I was wrong. Too bad.
I believe most people envision an ability about building wonders and bankruptcy, something like that: Cities with a district receive +2 Culture, +2 Loyalty, and +2 Amenity. Those yields are tripled if the city has a Wonder. All Heavy Cavalry units gain access to a unique Retire action, which grants Production towards wonder construction, capped at half your current treasury, then reduces your Gold twice the amount of purchased Production. -30% Gold in all Cities.
I wonder how far I am, and at the same time, how goodly or badly surprised I would be when I will know his ability.
Little anecdote: I had Shah Jahān and the Mausoleum. I use one of his charges, then move him to the next wonder. But I couldn't activate his last charge: the button have been lost! The reason is that Mausoleum made a permanent dive to cool itself from Global Warming, removing all Great Engineer from their +1 additional charge. So I had Shah Jahān with 0 charge, yet still alive. I guess his destiny was to be recycled as an anti-Rock Bands prevention guard.
Ludwig is the leader I was looking forward to the most. If I don't have fun with playing him tonight, this is it for me and this iteration of Civilization. A kind of swansong, if you will.
