Personally, I see no reason to add extra leaders to England, Russia, Egypt, America, Rome, Germany, France, India, China and the Mongols. They've all got two, and in England and Russias case, three, so it would make much more sense to add to the civs with only one to add some variety to them.

IMHO, these 2 regions are most in need of Civs:

1) Mesopotamia

Possible civs: Sumer, Babylonia, Assyria

2) South-East Asia

Possible civs: Khmer, Thai, Viet, Majapahit (Indonesia)

I go with bongo's list.

Can't say I've heard of a lot of them but I'm in total agreement that the 1 leader civs need another leader. Leave the others alone until every civ has at least 2 choices.

I have to disagree about Dido though. I prefer Brittney .

Spain - Ferdinand and Isabella just doeasnt work. Franco maybe? Completely different traits, get rid of the I HATE HOW ISABELLA ALWAYS FOUNDS HINDUISM complaint. And also, Ferdinand was a puppet, like Pu Yi. Torquemada and Isabella controlled him.

As you might see many of my leaders were leaders in the beginning, founders of something and that kind of stuff (Osman, Abu Bakr, Margareth and Constantine) and I don't know if they are the correct leaders for being in Civ but I think they do...
I'll edit later when I think of something...

Nefertiti of Egypt (not really a leader but..whatever - famous)
Margareth Thatcher of England (the iron maiden herself)
Angela Merkhel of Germany (the most powerful woman in the world)
Hiawatha of America (maybe not a president of USA but was a great chief in N-America)
I was gonna suggest Pocahontas but skipped it
Harald Hardrada of Scandinavia (united Norway and was a TRUE VIKING - hated Christians and that's the way we like it)
Leifur Eiriksson (Leif Erickson) of Scandinavia (discovered America first of white men - more than 300 years before Cristobal Colon)
Snorri Sturluson of Scandinavia (without a doubt the greatest artist of the Viking culture and was really a leader in the 13th century warring states in Iceland)
Alfred Nobel of Scandinavia (leading scientist in Europe..maybe not a leader but we really need a modern leader of the wealthiest modern "civ". I'm not talking about Queen Sylvia of Sweden though (even though we Scandies don't call ourselves brothers))
Sun Tzu of China (just saw that China didn't have a leader on your list. He's famed for his War academy. Would be just lovely - Charismatic (-25% exp. needed) and Aggressive (free +10% strenght promotion)
Tojo of Japan (Japan needs a modern leader. He was a major dude in WWII)
