Yes, it's hard to get information on Ionel Rotaru. He was a Rom who, after WW2, tried to organize a "Romanistan"; that is a state for Romani people to live where they would be safe. Though he ultimately failed at achieving this, he was very politically important to the Romani people, and was successful when he played an important role in forming a Romani committee (i.e. World Romani Congress, as it is now called) that is recognized by the UN.
He's possibly the best candidate for a Romani blob civ.
