Treaty of Cairo
1. The signatories to this treaty acknowledge the definition of a Near East region, divided into the following three spheres of influence;
(a) a Babylonian sphere of influence comprising of Arabia, Iraq, Persia, Socotra, and Transjordan.
(b) a Cairene sphere of influence comprising of Egypt, Lebanon, Libya, Malta, Palestine, and Syria.
(c) a Thracian sphere of influence comprising of the Aegean Islands, Anatolia, Crete, Cyprus, Eastern Macedonia, and Thrace.
2. The signatories to this treaty will become founding members of the Organization for Cooperation in the Near East (OCNE), an intergovernmental forum for discussion and negotiation on diplomatic matters concerning the Near East region.
(a) The Islamic Socialist Republic of Thrace will speak on behalf of the United Republic of Cyprus within the OCNE. In matters directly concerning Cyprus and the Cypriot people, the Government of Cyprus must be consulted.
3. Any intervention or expansion in the Near East region without the consent of all signatories to this treaty is deemed as an act of aggression, and will be considered a declaration of war against all signatories to this treaty unless an immediate withdrawal occurs.
(a) The signatories to this treaty are free to intervene and expand within their own sphere of inluence, as defined by clause 1 of this treaty.
4. The signatories to this treaty may not declare war on one another.
(a) This clause may be exempted if a signatory to this treaty has intervened or expanded within another's sphere of influence without required consent, but only with the consent of all other signatories after a diplomatic solution has been thoroughly attempted within the OCNE.
5. The provisions of this treaty are permanent, and can only be annulled if all signatories consent to it.
