I got a really good idea, and this one is serious...The Khmer of Cambodia! i noticed Civ has been negligent of this mighty civilzation (they built Angkor Wat, Bayon, etc) and they deserve a fair chance, so here's a shot:

name: Khmer Empire (Militaristic, religious)

leader: Jayavarman VIII

Special unit: Elephant Ph'kak

capital: Angkor (or Phnom Penh, Bayon, etc)

well, basically, that is the basic idea in a nutshell, and hopefully someone will build off of it!

System of government: Beaurocracy

UU: An EU inspector, armed with a deadly 3000-page dossier that can disable a panzer unit from two tiles away because it's caterpillar tracks do not comply with the official size regulations for tanks located within the boundaries of Belgium and therefore must have been manufactured not in Germany but in Taiwan and thus illegal.
The EU inspector unit has a built in strength advantage of 500%.

No army to speak of (except beaurocrats and Stella drinkers who have gone blind) but during negotiations the Belgians will threaten you with "OUR WORDS ARE BACKED WITH EU RESOLUTIONS!"

After researching Cocoa technology the Belgians are able to build unique chocolate factories which increase the happiness of all female citizens in the cities in which they are built by 200%. The male citizens indirectly get a 50% happiness bonus as a result of having happy womenfolk around... and city populations get a bonus of one extra citizen on the next turn as a result. ;)

strategic resource/luxury: opium

Has double the happiness effect of any other luxury but greatly reduces productivity in all your cities and your economy. Can be traded to other civs (as a form of economic warfare). Negative effects on your own cities can be reduced by turning citizens into policemen and building police stations. This resource appears on the map after researching Organized Crime on the tech tree.

allows new unit: drug smuggler

Drug smugglers are an invisible unit with hidden nationality. Just by sitting within a city's borders they reduce the productivity of that city. For each turn in another nation's territory you gain 1 gold per unit.
 
An idea for Civfanatica City names:

The highest posters in the actual forums (those with at least 70% quality post rate). It is like publicity. Join the fourms and contribute, get immortalized in mod. You can even have them add a small 100 text doucment explaning how they stumbled across civ in the beginning and why they are addicted. etc etc

You can put me up first. I mean i am not the highest or well known poster but as my idea, i want some credit:

EDIT: I know i have 5 posts. My copy of CIV3 borke, so i went away formt he forums. Then i spring up as the release of CIV4 looms. I pre-ordered. How about u?

Drive-By, bombards all enemies in a 2 space radius whilst it moves, but useless in one on one attacks.

Leader: Homer Simpson (apathetic, stupid)
Special Unit: Bart Simpson. Replaces Catapult. Works exactly the same, except that it's made to look as if a different unit did the damage instead.
Building: Kwik-e-Mart (+2 food, -3 health due to the junk food, +1 culture due to Apu's religion)
Religion: Donutism
Great People: Lisa Simpson (counts as a Great Artist OR Scientist); Marge Simpson (Great Engineer); Apu (Great Prophet)

The 1000 clues thread better be a Great Wonder. Cost 10 hammers and 500 boredoms.

How about an animal civilization? Bears, jaguars wolves, etc, and more could be added. That would be interesting.

Have an unwanted grandmother?
She nags you to death?
Well not a problem, just strap a nuke to them and send them to your enemy's city, never fails! Who'd suspect an old granny?

Same as a nuke but requires to be moved to the city instead of launched, like other ground units.
