I think we need some more US Presidents (single-era only needed) for scenarios people might be doing... here's my list of the most pressing.

George Washington (actually would be great to have all eras)

Thomas Jefferson

James Madison

James Polk

William McKinley

Teddy Roosevelt

Woodrow Wilson

I didn't include Reagan and Lincoln as they're already done, so we have no need for them.

Garfield was not President during anything that might be worthy of a Civ scenario.

Why not just use a United States flag as a leaderhead? Flags seem to work fine in most situations, after all.

Goldflash: No way for Ike... he was only at the very end of the war. MacArthur wasn't even President... ever... so Harry S Truman is the obvious choice.
