No it does not. The lua names specific buildings that are useful for it. Will ask the lua maker of it is possible to add in piety buildings.

I still don't understand how they managed to avoid getting a religion, despite starting right next to Sri Pada

I think it takes skill to NOT get a religion when Sri Pada is right next to your capital.

But it is bizarre though. I mean Sri Pada produces food IIRC, so even the default city governor should prioritize it.

You could just keep wasting your prophets on holy sites instead of founding religions (and when you run out of room you can just start deleting them).
