As you said, Kasbah is used by Morocco, so that's not it.

AFAIK the UI isn't used by any civ I know of, vanilla or modded.

None of those are uniquely North African, Burj just means tower and I think hisn means fort or citadel or whatever. Sangar isn't even Arabic as far as I know, there are no G's in Arabic, they don't have a letter for it.
