Apparently this is how it worked at some point (accidental early PS5 access?), but was changed to the current state for release. Maybe they found it too OP if spammable and decided to change last-minute? It is likely a tool tip error. I was freaking out because I played as Pachucuti as Maurya based on the unlock requirements listed on this site, but then when I looked at the game it said they were still locked and did not mention Maurya as unlocking it...then once I got to civ selection they were unlocked and Maurya was listed. So were both Ashoka's if I remember correctly. Nepal is kind of weird right now:
1. Its gameplay unlock requires having two settlements with 5 mountain tiles within each of their borders - that’s a lot of tiles locked out of quarters, and even finding such locations is not easy. But by doing so, these tiles become ineligible for power stations, so realistically you need to make sure said settlements have even more mountain tiles just outside of their borders.
2. Currently, Nepal is mentioned as an unlock for Ashoka World Renouncer, but not World Conqueror. I don't know if this is an actual gameplay discrepancy, or just a tooltip one. Has anyone tested this?
3. Building power stations consumes Sherpas, so you'll need to spam them like Prospectors. Which begs the question why they are Scout replacements to begin with, or the other way around - why couldn't Prospectors be merged with Scouts as well.

Maybe I have been misunderstanding momentos but I just started a game with Tubman for the first time and I keep getting migrants everytime I am not discovered doing espionage. This isn't listed in her abilities but I do see it listed as a level 2 unlock which I don't have. What am I missing?

That is a bug…it should only be with the Memento equipped.This is the case for any leader. If you are only noticing this with Tubman, you have not been spying enough.

Yeah I was gonna say, there is a momento for it specifically, so doesn't seem like it should be happening.
Are you sure that's the intended effect? The tooltip for Tubman's Lantern claims to only grant Migrants if an Espionage Action is successful and undetected:What uppi is saying is; There are 3 outcomes to Espionage. Failure, Success and Great Success. If you have Great Success you also get a free Migrant, on top of what you normally would.
The momento gives you a Migrant even if you just get Success.

Great Success may not be the right wording but I think it is.

There is no "Failure" at least for the standard espionage options (100% chance success)...there is only Caught but Succeeded and Succeeded Undetected

Especially if equipping the memento doesn’t give you 2 Migrants on undetected.Firaxis hasn't outright said this is a bug or not, but given that there's an existing memento that describes the condition and result but doesn't need to be equipped to be realized, I'll err on it being a bug (until Firaxis says otherwise).

Fairly certain when spying is done it mentions the influence penalty actually. The screen that says what you stole.Probably, but who knows? Could be just an undocumented feature like the the influence penalty during spying, which is also mentioned nowhere.
But intended or not, it is consistent enough that it is part of the game (at least until it is patched out).
