Yes, usually. Although not all games have the spoken parts translated into German anymore. Civ is localized in many languages, actually. You can play them all, just switch it in the options menu - give Polish a try, it‘s a nice narrator.

I suspect she actually is included: note that none of them handpick the Civs from the set up screen on camera. . .
Edit: that would also explain why they are prohibited from showing the Civilopedia. Eleanor is literally the only thing that could still be revealed and Firaxis definitely wants to keep her hidden until next Tuesday.
I am not german nor dutch, but I know german and english and when I went to the Netherlands I found it interesting that I could figure out some of the things written. But listening to and understanding what people were saying in dutch it was impossible, at least for me.
At work now and can't see any of the videos, but I am enjoying what I have read here. Some really nice changes for lots of things in GS.
Let's play Sweden by german YouTuber Steinwallen. He was very critical of R&F, so if you understand the language and didn't like R&F as well, his opinion and talking might be interesting. He's going for a diplomatic victory (at least he announced he will).
