Two turns for Suffrage and five turns to ToE.

Military - we need to restribute the troops some.
We have no defenders in Ulundi, Umfolozi, Herakleia.
I had a game where I was sneaked attacked by an ally for a empty city.
As a test, I reloaded the game - put a defender in the city - NO attack.
Empty cities invite war from the AI - avoid them if at all possible.
We are still "weak" vs. Egypt. This invites another possible war.
We have plenty of cash now - upgrade our VET hoplites to rifleman.
1.29 add total unit strength -going from a 1/3 unit to a 4/6 unit should help with our weak position.
At least one or two cities should squeeze in troops.

The price for Communism has gotten absurd with 1.29.
However, we have a way to snag it cheap.
Electricty and $470 to China is a great deal. (this is PRE-haggle price)
Police Stations will further improve our ability to deal with being at war.

here. I made this mistake early one. Thess does NOT have a river bordering it.
It CAN'T build Hoover.

Workers - My one nit pick on the rail-net.
You build the right type of thin net, but I avoid coast as much as possible.
The AI loves to bombard coast with Ironclads, so I save coastal rails for last where there is a choice.
My standard complaint - Build more workers.
It was mentioned to start pumping out workers, but NONE built.
We have almost zero chance of buying more workers to fill in the gaps.
The rule to purchase workers - you must both have a city on the same continent
The only city we had was Nippur - undefendable vs. India and correctly abandonded.
With rails we want to get rid of forest - A grassland tile with mines is either 2 food, 2 shield or 2 food, 3 shield (if bonus). Forest is 1 food, 2 shield. We can gain more food, and maybe more shields by clearing out the forest.

One trick to snag more cash - look at big picture, select AT, F1 immediate, Science to 0%.Remember to set research to zero after Replaceable and select Atomic Theory
