The same reason he has Channeling II and Extension I guess. The Balseraphs are not supposed to make sense.
Disrupt should work fine in barbarian cities, if you can get there. You cannot enter a city of a civ with whom you are at war (at least if any units are there guarding it) even with Loki. Try using Unrestricted Leaders to play as Jonas of the Balseraphs to test this.
Can't use unrestricted leaders in RifE without some xml changes, as I hid that option. I despise it, particularly when you have quite a few minor leaders.
Used to be that the Doviello, Archos, and Infernals were at peace with barbs... The first two are now at peace with Animals, last is at peace with Demons (As are AV Sheiam).

What it does is allow any unit in the city to cast a spell by the same name, which destroys the city and causes peace. Only way to have the project destroy the city it is built in.
