machu pichu mountain requirements

I have a city with 2 mountains in my 2nd ring of hexes, my culture has not expanded to them yet.

I want to build machu pichu there so I rushbuy a mountain with gold, but I still can't build it.

I try rushbuying also the second mountain tile and voilà now I can build it.

the machu pichu mountain graphics appeared on the second mountain tile bought after construction is complete.
