Yeah it has been really rainy for about that time. But I was talking non-stop rain. It stopped this afternoon, but will likely continue for another 24 hours.
Well, one, it was the remnants of Tropical Storm Lee, so it had tropical origins.
And two, due to the immense rainfall before Irene, combined with the record breaking rain from Irene, the ground was so saturated with water that any storm, including tropical remnants, was going to cause rivers to burst and overflow their banks. So it's because of Irene that you're seeing such devastating floods in NY and Pennsylvania.
That's because the hurricane left the ground saturated, the rivers, lakes, and reservoirs full, and no place for more water to go. Imagine a 10 gallon container. You put 9 gallons in it, and then later try to add 5 more.
