Making your own city.gif, whoops!

I made my own city.gif with nice gradients, colours, effects, changed it to 256 colours which is supposed to be, and tried it in CIV2. It looked terrible!! All the colours were different, even orange was green (for example) and the colour just a shade darker than orange was purple!!(for example too).

I thought maybe CIV2 can only display certain clours and I made too many, with a wide range, but I would be pleased if you could help.
