Marines are making me seasick.......

Just because the picture in-game shows them carrying rifles and machine guns does not mean that they have to use them or they're only restricted to them.
Marines are not specialised anti-tank soldiers, but it does not mean they cannot have a rocket launcher with them. That's why it is called a LAW!! (Lightweight Anti-tank weapon)
It's not like the big bazooka the Anti-Tank soldiers have which is designed to wipe out tanks, but it does serve a use in taking out light armour targets.
So no, do not give them a suitcase nukes. Marines do not tote nuclear bombs around in their arsenal of assault rifles and light anti-tank guns and machine guns and field mortars

Anyway, so the Marines all have a specialised set of weapons and they ambush enemy tanks and temporarily use them against the enemy tanks or they blow them up anyway
 
Special forces should be able to do a lot of damage behind enemy lines, but to NOT be able to stand against regular army unit in a normal combat, IMHO.
I can think of more than one ideas, maybe give them commando and posibity to pillage multiple times per turn, and to become invisible into any not-improved tile? (to simulate special skills of hiding and camouflage? - but visible by other special forces)
My main idea is to make them usefull for drops/behind the enemy lines, so this pillage / sabotage thing is what i think could represent that. They may be very good city defenders, but NEVER good city attackers, so maybe a "city defense" bonus could be used.
The hiding/camouflage part could be represented by invisibility in unimproved tiles, as i said above, although in late game there could be none left :).
In no way you should be able to atack cities with them, and also the "ambush" feature of the Special Forces could be suggested by high bonuses when attacking and high penalties when attacked, because when discovered and attacked by regular units they dont stand many chances..

Thank you. That does sound easier. It talks a lot about XBox and Vista Windows. Is it applicable to Civ IV /BTS?
You cannot use it to mod Civ, no. And it works fine on XP.

Well that's where Woodsman I+Guerilla 1 would come in, easy access to the higher level promotions (with 50% retreats + first Strikes) and the ability for strong defense behind enemy lines.
 
I made a Special Forces unit in Civ3 years ago which was essentially a Marine with paradrop ability. Maybe for this game with a Commando option available, there could be 3 potential units here to try and avoid a single super-powerful unit:

1. Marine with paradrop ability (or paratrooper with amphibious promotion)
2. Marine with commando promotion
3. Paratrooper with commando promotion
 
Made it, Special Forces unit. It has the paradrop animations and everything. It has a first strike, 27 strenght, amphibious, paradrop and commando. In short, it gets waxed by MA and probably will lose to MI (which I think is appropriate) but can destroy improvements, clean up most other units, and has no penalties attacking across water.

If I could just figure out how to take a screenshot ...
