How about the ability to rent units from and to the AI?

Example: I trade 4 cavalry & 2 muskets to Babylon for 20 turns in exchange I get Music Theory and 2gpt. If my units survive the 20 turns, they return to my capital. During the 20 turns Hammurabi is responsible for their support. If they happen to get a GL, he is mine and will need to either walk home or wait for the 20 turns to end to be transported home with the other survivors. (Needed change would be to have GL's now with 1-3-1 stats).
 
if a GL happens, why would his loyalty be with you?

what penalty is there for killing off merc units in suicide raids?

I like the idea of unit transfer etc, but this needs more fleshing out ...
 
Thing s, historically, mercenries are non-state actors. If you hire a mercenary, he doesn't come from another civ's force. MoM had a realistic mercenaries system.

This is very true. Maybe there should be a pool of mercs that you could access and deal with/hire.

Mercenaries are/were very unreliable. They should be bribable like units in Civ2.
 
I believe mercenaries tended to come from cultures more on the fringes for the time---e.g. famous Greek mercenaries fighting for Persia, being betrayed, and having to fight their way home.

At least you could rent a small fraction of a neutral Civ's force as long as he were polite, or maybe Gracious to you.

Bribing Barbarians as a primitive Military Alliance for Gold/Food would be cool. At least "attack in the other direction, not my direction".
