In the begining alignment modifiers arent a huge deal. I supposed they are as significant as anything else at the time but they aren't intended to make diplomacy impossible.
But as the Armageddon Counter (AC) rises diplomacy between Good and Evil civs becomes strained. For every 10 points of the AC Good and Evil civs get an additional -1 modifier to diplomacy.
We thought that was a more interesting game development option than forcing bad relations from the get go (especially if you are surrounded by civs of the opposite alignment).
