Minor problem with "Billionaire" agenda

Sending trade routes to a civ doesn't give that civ any money, so why would Wilhemina care if trade routes are sent to her? That's always bugged me about the trade routes anyways. I hope they at least send some gold to the recipient.
 
Oh I thought the culture was what you get when you (Dutch) initiates trade routes with other cities. (And still it's not gold...)
 
It explains how she became a billionaire - (she pocketed all the incoming revenue) LOL
 
Not a very good agenda implementation in my view but oh well. It's not a good practical agenda because if you aren't in trade range (I.e. Far away) you fail the agenda instantly (like Viccy's). Nor is it that historical. While she was a billionaire, she didn't base her political views on how often people sent her trade, and she was less interested in that vs. the protection and rebellion of her people against the Nazis. If they wanted to go with billionaire they should have focused on "she likes you if you lack gold income" or something (saving someone who likes high gold income in rivals for Mansa Musa perhaps).
