The number in the aforementioned tags. Setting it to 0 will disable the colonial maintenance.
 
When I double-click it to open it, it opens in Internet Explorer, and I can't edit it. How do you edit it?

Open with WorldPad or Notepad. Open the file after making a back-up copy, then Save (not Save As).

I suggest that the atlas needs to be updated for the Turkish UHV so that it correctly states that 4 cities are required in the Black Sea, as opposed to 3 cities as it currently says.

Is that what it is! God, I had Berlin and Mecca, but didn't think I needed another Black Sea city! I could have rode the Triumphal Arch to Paris (Until the stability said otherwise).
 
My research on India tells me that it needs another gems on the hill to the East of the cow and south of the Ivory next to the Sea of Bengal
mines there have produced such diamonds as the
Hope Diamond (45.5ct)
Koh-i-Nur (105ct)
The Great Mogul (estimated at 787ct!!!)
The Regent (410ct!)
The Orloff (300ct)
The Nizam (440ct)
The Golconda (135ct)
Kolluru (63ct)

they were very productive between the 16th and 19th centuries
 
What should be done with the atlas is the fallowing:
1. It should be packed into the download with the mod.
2. It should be linked to from the game pedia.

Rhye, I second this idea. It would help the many players who come to this forum with questions that can be answered easily with the Atlas.
 
I had a few suggestions, don't know if they're 'minor' or not:

1) Either have a 'drain marshland' function or allow 'forest preserves' to be built on them so they aren't useless.

2) Is it possible to create AI who will send workers to remove jungle from a good city location? Would be nice to have Indonesia become as populated as it should be. Or have a tech (biology?) that allows one to found cities in jungle.

3) I noticed the map is dynamic, resources appear at certain times and some terrains change (least the mountain in SA) I suppose it would also be possible to remove resources as well. My suggestion would be to make Greenland habitable for a while up until about 1200 when the settlements started starving off. Maybe give them a sheep in a tundra and then remove it, change it to ice at 1200 mark.
 
2) It should simply be possible to settle on Jungles once they can be cleared.

3) Disagree completely. That would just punish someone for settling a city there. A human would know better, but if the AI did it, it would just hurt them.
 
The point of making Greenland habitable for a few centuries would be to allow the Vikings access to NA w/o acquiring astronomy. They made it their historically in their longboats, not galleons.

Additionally I just like seeing a more colonized map.
 
Ecology should provide the drain marsh feature, it wouldn't have much effect on the game as it would come late, and it makes sense. Maybe have it cost gold to do? And have it become a Grassland Floodplain (it wouldn't make Russia too bad right :).
 
I think grassland floodplain is a bit much. Most of the land currently covered in marshes are rain forests in real life, which are notoriously infertile. 5:food: from grassland/floodplain is way too much. I think 1:food: like tundra (but with the ability to build normal improvements would be fine. Of course that would require changing the base marsh terrain to 1:food:, as well as finding some way to delete the resource symbol.
 
I already wrote this in another thread, but I think that the English and American UHVs should be altered a bit.

England, instead of having to found three cities on all continents, should try to recreate the British Empire by around the late 1800s or so. (3 cities/vassalized India, control Egypt, control Canada, sparse influence in SA like Georgetown and/or the Falklands, Hong Kong, and Australia/Oceania). I think that this would require England to be a bit more militaristic and utilize their strong navy in order to conquer and maintain such an empire. Right now playing the English UHV is a settler rush and turtleing for techs.

I also think that the American UHV should not require them to necessarily invade Canada or the Caribbean. They historically left those areas alone, for the most part, and were more interested in expanding to the Pacific. Maybe a number of cities requirement or a population requirement could replace these two.
 
They invaded Canada twice.
They have invaded many Caribbean countries, including forcing Spain out of Cuba.
Also the Monroe Doctrine threatening military action against Europeans in the Americas, though it was enforced more by the British support of it.
 
Monroe Doctrine is good.

I do think the British UHV should allow you to conquer the city or vassalize the civ (Each Vassal City only counts for 1/2). It's irritating getting the Asian cities when all the spots are taken, so you have to raze then settle.
