Mix leaders with different civs? Ghandi of the Aztecs anyone?

Now in Civ vi we have leader abilities separated from civ abilities. All I read was the possibility of different leaders for a civ but what about choosing the leader first and then ANY civ? Beyond earth let's you create your civ and now perhaps we can have Gandhi, leader of the Aztecs, for instance?

Balance would not (could not) be guaranteed but it would give you some freshness and great combinations...

What do you think?
 
I'd like to have the option, just for fun and giggles.

Although I tremble just to think about Gandhi launching an Aztec full atomic attack.
 
There was a thread about it already. To sum it up:

1. Leaders were separate from civ in both Civ4 and Civ5. Civ4 had such option, Civ5 didn't.

2. While this option could be used for fun, some combinations could be just too weird. Like Qin leading Aztecs or France, Mvemba leading India and so on.
 
I think this is the primary appeal of having distinct civ and leader abilities and will be very disapointed if it isn't available (presumably as an advanced setup option). I would love this, but not expecting it to happen on Vanilla at least.

Mods to the rescue.
 
The problem I see is that the leader is the face of the civ. When you get a diplo screen with Ghandi, you instinctively know you are dealing with the Indian civ because you know Ghandi leads India. The leader serves to help the player know what civ they are dealing with. If you randomize it, you make diplomacy counter intuitive and thus more difficult for the player to play the game.

It just seems pointless (other than the 'fun' in having historical leaders in odd places), all the LUA are designed to fit into the civ they are a part of. So mostly you would just get combinations that make no sense, or others that are far too powerful. From a gameplay perspective it just seems like a big huge why. If you want to "shake it up" (beyond the standard) there will be plenty of modded civs out there.
 
Another issue would be that the unique AI agendas are not designed for it and whether the AI can adapt the leader ability to the civ abilities.
