I actually think that the fact that the AI was forced into war mode for the past 100 turns influenced the decision to not get sanitation. I was really lucky to get a nice setup from NP.
I also think that my experience with RaR, has made me a better warmonger. This game has also given me a lot of warring experience with 2 really intense sets, 2 tense sets and 1 GA bilding set.
The warring just took 3.5 hours or so, so I could only get 6. I would have liked to finish off my hitlist, but that just means that El-filet will get a new clean hitlist.

I just managed to do it on my side. According to various espianoge threads i've seen floating around there's a 1/3 chance of the flag being cleared every turn, so every 2-3 turns in it's probably worth a shot. Of course, at this point in your game you shouldn't need to worry about that anymore. Personally if I were you I'd be throwing all that money into troops and ships. You guys can probably live without Amphibous Warfare and Computers. And if you're really worried about his military power, you're two cities away from eliminating his only source of oil (wedged in halfway between s12 city Tenochtitlan and s6 city Calixlahuaca. That'll pretty much shut him down offensively (as if he hasn't been already
). It'll just be your artilary vs whatever regular TOW he manages to build and the leftover mech inf guarding his cities... You guys are very lucky that you got the better of the two continents oil wise.
