Mod crashes upon startup

I can't get this mod to work. When I try to start it via "Load a Mod" it crashes and I get the "Civ IV has stopped working" message.

How do I fix this? I'm running on Windows 7 and I have patch 3.19.

Also do I need the original ROM to run this mod?

You don't need the original ROM mod to run AND.

Are you running Civ4 from a CD install, or via Steam?
