Yup, don't take me for SUCH a noob.
But even "go to Windows" doesn't respond with this ON.
Like I said, even Task Manager only takes you out of Civ, but you CAN'T use other wondows.
If you click them, you just get thrown back into Civ.
I tried, so I know.
Thus, I rather play with it OFF, which is slightly slower overall, but I can do other stuff meanwhile.

Do you play in windowed mode or fullscreen?

I can, so maybe it Is a user problem? No offence meant but sometimes 1 piece of missing info can screw you up. Doesn't make you a noob either.

Any chance you're using the Memory Saver option in the Civ4 Config (ini) file? THAT will definitely, as it states, give trouble for any method of temporarily exiting the game to go to perform other tasks while the game is running.

I didn't find a "faster AI" option, but I did find "minimize AI turn time", so I'm guessing that's what you mean. With that option on I am able to Alt-Tab out to other programs (in fact, Civ is running now - with it on). I play fullscreen, and am using Win8. If that is not the option you are referring to, please describe where it is.

Indeed, with full screen (depends on OS though) Alt-Tabbing does not work well without cooperation by the process and with the fast AI option it never gets to that part of the code until it is finished with the turn so you can't tab out properly.
So depending on what you prefer go without the fast AI option or use windowed mode instead.

I NEVER used the Windowed Mode - and I LIKE it.
Simply haven't thought about it, EVER before.
Gonna try it right now and post the results.

I play with a 1920x1080 window on my 2560x1440 screen, now this is fun! Great to easily check e-mails or the web while you are waiting for C2C. Unfortunately Koshling has improved the game speed so much that I just don´t get around with my e-mails!
