Mods Never Effect Game

Hello guys, sorry if this has been answered before but I can't find anything that could fix my problem already on the net that makes sense to me, don't know much about computers but if someone could post some instructions on how to fix this I would be very happy

I download a mod from ingame, install it, click the enable green ticker, then load game through the mod menu but the mod never actually effects the game. None ever work even though they are enabled. I used the mod No Nukes for this game and I am at war with montezuma and out of nowhere he has like 7 nukes in a city and I have seen him use them previously in the same game on Japan so I know he can use them. help please. If it has anything to do with game files could you please be specific.

Loads of mods are out of date, this is a result of failure of the owner to update their mod to coincide with patch updates.

The most likely reason for the discontinuation of the mod is that the creator gave up on the game, or is simply not to be bothered with updating it. There is no way to flag mods as discontinued, so you'll just have to test out mods that you want and see if they work.

The most active mods are probably the ones that have a larger post following on this forum. Try those out.

You cannot enable a mod half way through a game. You need to start a new game with the mods you want to use.
