Another thing about camera rotation is what it's a very common problem - if a game allows free camera rotation, it ends up requiring camera rotation to see things. Total War, X-Com, HoMM 5+, etc. have this quite often. Civilization with its default angle avoids this issue so far.
Yes, but Total War games are totally different as they are split between tactical part where free camera rotation is really useful and strategic map, which is static across all games (and fits real world map for their historical games) so it's much harder to get lost. And even with this, I found it pretty uncomfortable when I rotate campaign map camera in those games - the view stops matching my in-brain map representation.
It's true that you might feel disoriented if you turn the map upside down, but the view can easily reset back with the press of a button, so no issues exist with that camera system.
I wouldn't call Civ6 camera "inconvenient", quite the opposite. The game should have default angle and return to it automatically. All games with free camera I've played make it very confusing.
I used it in Civ 4 and liked it. Ctrl+Left or Ctrl+Right would let you rotate it statically in 1 step each direction. I always wished I could go full rotation but even1 step each direction was able to serve its function for me. I agree it doesn't add much to the game but it also isn't much to implement either. It could easily be an option to turn off the camera snapping back to '0'.

You can always adopt action game design and assign a button (Middle-mouse click?) as return to default. Free camera movement and lock on is near essential in those but they still find a way to reset too.

I'll bet the almost of players will not check the command key option, or even they don't know about it is there. Civ games nearly can be played without a keyboard. If they accidentally press the camera rotate button without auto returning, it will be the great frustration for them.
The only way I can see is making an option for it. Default one have to be the conventional auto-return mode, and you can choose the rotate-and-lock mode as the advanced option.

Yes, that's the best approach. To make it an option in the settings so that a more free camera movement can be toggled on or off. Just how animated time of day worked. By the way, will animated time of day and night view come back? That's one feature I would like to see again, and it hasn't been seen or mentioned thus far. World Wonders having lighting effects give me hope, though.
