Every civ may backstab, given flavor variables (+/-2) for that game and their assessment of your vulnerability.
Pachacuti (about as middle of the road as they come, with Loyalty 5 and Deceptive 6) just backstabbed me (killing an RA in the process) simply because he thought he could. After I killed the invading Incan troops and took Cuzco, he still wants all my gold, 2 cities (but not Cuzco???), and all my luxuries and strategics for peace. <sigh>
