Most efficient way to win by attrition?

Playing a 3-civ map and Ramseses has one copper and one iron deposit.
Was planning on sabotaging his iron mine, but his copper deposit is sitting under one of his cities. Can he still use the copper?
 
Yes, he can. Cities built on resources get access to the resource if the required tech (bronze working, in this case) has been researched.

Now, if that city is not connected to the rest of his empire, only that city will have access to the copper. It may be worth pillaging the roads for this purpose, but if he has multiple routes or a coastal connection, you can't deny him copper without taking the city from him.
 
Hmm. I have given up many good city spots since there were resources on them. Maybe I shouldnt have.
 
In most cses it is still better to not build on a resource b/c the city tile usually gets very little benefit from it whereas they can be powerhouse tiles if worked by a citizen.

cheap happiness resources like incence can be the exception though, as they are not great tile even when improved.
 
Incense is one of the best plantation resources actually, especially if found on plains. Sugar, Rice, Silk, Wine, I would settle on.
 
One caveat to the settling on resources business is your capital. Sometimes it pays off very well to settle e.g. on a stone or marble plains hill, since you'll be getting 3 (rather than 1) hammer from the city tile.

This can lead to powerhouse expansion if you are Imperalistic or Expansive, since you'll get very early settlers or workers.

It's often the early turns that count most.
