Moving from 32 to 64 bit...

I just got a 64-bit laptop (running Win 7), and I can't seem to open the games I saved from on my old 32-bit machine (running XP). I have the same FFH2 installation in both, except I have the "j" patch in the new one as opposed to the "b" they were saved with -- but according to the FAQ, that shouldn't make a difference since they're both 2041.

FFH2 itself loads fine; it just crashes when I try to load one of those games, and it happens too fast for me to see what the error is.

Are saves under a 32-bit machine just incompatible with 64-bit...?

The move from 32-bit to 64-bit is not the cause. If you check the first post of the bug thread, you'll see that Patch E breaks saved games. This means that games created with Patch D or earlier won't work with Patch E or later.
