Multiplayer diplomacy

Hello

I'm sure that there's been many threads about this subject. I'm playing Direct Ip-game with a friend and a finally found him. How can I get the diplomacy screen on with him. I'm trying to get to his territory with a scout or press his name without a reasonable result.

For diplomacy screen to appear one must be the "caller" and the other pick up the receiver (ie, click on the name on the score list).

Diplomacy is however not always possible, for example if Always War is enabled.

So if I understand correctly, the diplomacy between two players is only verbal. I can't go into his territory, we can't exchange things etc? We're kind of enemies all the time if we don't start a war?

first you have to press his name, then he has to press yours
there should be a "phone ringing" type noise after you press his name, which is how he'd know that you're trying to contact him
also there might be text like "x is trying to contact us"
