2. South Island conducts an anti-corruption campaign by educating citizens on the signs of corruption. 9 (9). The measure is well-intentioned, but ineffective. Many citizens seem to see the effort as state propaganda.

3. South Africa requests a defensive alliance with Tanzania. 19 (20).

Tanzania eagerly accepts the alliance, giving each state a little more peace of mind as tensions mount in Africa. The dynamic relationship between their leaders provides for rapidly intensifying cooperation. (Defensive Pact formed; +8 Security for each)

4. Japan creates a new Supply Center in Hokkaido to further Imperial Air Force. 13 (16). Hokkaido sees a vast expansion of factories, bases, and repositories of military hardware. The Empire of the Rising Sun is in an excellent position to protect Asia from Western imperialism.

The Minotaur King and his court gracefully accept the UUC’s offer of an alliance. It does not take long at all for economic interactions to intensify, a noticeable one being how aggressively the universities of the two states work to exchange students. Given the Cretans have some of the most educated people in the world as a whole and especially among minor powers, it is a fruitful relationship.

2. The UUC builds geothermal energy in Iceland. 15 (16).

After some initial issues, the plants are soon built and roaring with energy. The UUC is now firmly on the road to energy independence! As a bonus, the need for engineers to design and manage the plants has been a boon to the area’s technical training.

High Kingdom

1. The High Kingdom offers friendship, trade and defense arrangements to India. 13 (14).

The High Council receives no response from India, but is able to pass an Enabling Act for future Indo-Kingdom relations.

(Any trade, friendship, or defense treaty from India will automatically pass if India is able to ratify and the High Kingdom gives its consent, good for one treaty)

2. The Kingdom sponsors a college for healers to improve citizens’ health. 9 (10).

Other than some statistically insignificant placebo effects, the effort does not bear fruit.

Vandread Invasion Of Great Lakes



Vandread moves 1 Army into Greater Minnesota, having Air Support from Indiana.

While the Confederacy moves to defend Minnesota, a string of assassinations on its political and military leaders destabilize the response.

As a result, Minnesota has a defense of 0, and Vandread’s forces occupy Minnesota with barely any resistance.

Current projections see the Great Lakes lasting about a year depending on Vandread maneuvering. Even without assassinations, Vandread now has sufficient firepower in range to occupy Wisconsin-Illinois, though Michigan and Ontario look like they will be much more difficult to seize.

New Features

NPCs now have a Modifier called “Aggression,” shortened to “Agg.” In the Diplomacy sheet. Aggression basically influences the chance a state will start or join a war; you are privy to this information because of the quality of your Great Power intelligence agencies. The meta logic behind it is simple: just because a state doesn’t like you personally shouldn’t necessarily translate into it joining a coalition against you. This modifier will be invoked during alliance calls (peaceful states see no effect, but aggressive states will add it; a state with 0 aggression will use relations instead), agreements to invade a third party, as well as guide Initiative-based behavior.

For reference, only Korea, Oz and the Zapatistas are wholly peaceful regional powers.

We also now have Random Events in play. These add a little flavor, but their real function is obscuring what's being caused by covert ops behind the scenes.

The Vandread Empire has launched a devastating campaign against the Great Lakes Confederacy. A powerful propaganda campaign has worked to begin undoing the social bonds keeping the Confederacy together, while a string of assassinations (unconfirmed but suspected to be orchestrated by the Empire) have paralyzed the state. The result has been a huge loss of territory to the Empire. The world anxiously watches as the Vandreads bring a frontline Supply Center online in Indiana…

Military strategists believe the Confederacy will last 12 months, 18 at best.

The Rise of Perth

While Australia’s attempts at cleaning up its government were extremely lackluster, lower governments have had more success in expanding Australian prosperity. As trade across the Indian Ocean has surged, the city of Perth has become a major seaport.

The President of the Turkic Empire has been thrown out of office by a conspiracy of military officers and legislators hoping to form a real democracy; they have abolished the Presidency and declared the parliamentary Central Asian Republic.

The new CAR’s transition to democracy will be a potentially difficult one, however: the southwestern portion of the country has seceded, desiring to be part of the Ummah Confederacy’s Islamic Republic rather than the secular CAR.

This clearly is a blessing of our alliance and evidence of the glory to come. The Clans send a message of congrats to their kin and hope that our student exchange could particular benefit from geological fields as we ourselves are conducting developments in geothermal technologies. Perhaps Crete be intrigued in a research project to help the efficiency on the sciences of the Earth?

With the educational exchange between both the United Uruk Clans and Creten Empire it is clear we are reaching a high potential for scientific co-operation. The developments of geothermal energy in Iceland and the coming of new mineral deposits in the Creten Empire points to a potential direction for unified research initiatives. The goblin geologist Dr Iehniex Pelle from Clan Lutin has purpose to his counterparts in the Creten Empire that both the earthly based ventures that both Uruktok and Crete can be the seeds for new developments into the understanding of earthly science.

We will like to establish the International Research and Educational Geologist Society (I.R.E.G.S.) to provide on expertise on matter of geology to enable us to research into earthly technologies and understanding that may help us, as well as promote a specialist field that would make both Uruktok and Crete central powers when it comes to geo knowledge. We will purpose plans for candidate institutes that may seek to join the society but we invite global membership to promote scientific inquiry, using geology as a stepping stone in international research developments.

"While the state of Oz claims legal continuity with the old Commonwealth, His Majesty's Government can proudly report ethnic and racial relations on the continent have drastically changed since the fall of the Old Commonwealth. Due to the Cataclysm's circumstances and the resultant population shifts, our state is an estimated 37% Aboriginal as of the last census; Oz as a state would not exist if not for the Aborigines' cooperating with colonial populations to build a new Australia. The Brotherhood recognizes and apologizes for Australia's tragic history, while celebrating the lasting diversity that allows for a stronger country; as part of this, there were many constitutional initiatives meant to increase local autonomy (in fact, Oz no longer has constituent states, only fluid communities that freely organize governing bodies above them but below the federal government) and also ensure all minorities had an open door for participation in Australian economic and political life.

As part of this restructuring there were numerous changes: all Aboriginal languages are preserved in national archives (and government documents are to be in the official languages of any particular locality); aboriginal histories and traditions may be published but only with the consent of a group's relevant, self-designate authority. Aboriginal rural communities' residents may relocate to a city at the government's expense. The Sovereign must have membership in at least one Aborigine group (as a result, our monarchs are only very distantly related to the old English monarchy), and Parliament has a quota that at least 29% of its members be Aborigine; the Sovereign is constitutionally bound to appoint Aborigines to several Cabinet and deputy positions. As part of a greater decentralization initiative, Aborigine peoples are free to organize their own lower polities free from the Government and receive a national grant proportionate to their population to spend as they wish. The federal government is constitutionally required to provide the same level of assistance per capita to every community for healthcare and education. There are also quotas to ensure there are equitable numbers of Aborigines in business, law, teaching, etc.

Overall, Oz has overhauled the old political and economic system to try and improve local autonomy and individual opportunity. Our national structure, meanwhile, is expected to be representative of our citizens. Given Oz' minimal interest in affairs beyond the continent's shores and the resultant ability to focus inward, we anticipate any remaining inequities will be resolved sooner rather than later."
 
The Anatomy of Initiative, OR, a Guide to NPC Behavioral Rules

NPCs are always a contentious aspect of gameplay, being able to add flavor but always running a potential risk of becoming so omnipresent they railroad a game. I figured a comprehensive post about their behavioral rules in this game was merited.

First, the concept of “Initiative.” Initiative is allocated randomly to 5% of the NPC states (4 at the time of this writing) per turn. It allows NPCs more freedom with how they behave, granting one action – public or covert, the NPC’s choice – to advance that state’s particular interest. NPCs will invariably be secondary to players by simple fact that they only have 1 Action to the players’ 3.

What might a state pursue? There are some very straightforward predictions. States that are corrupt may try to clean up. States that are weak for their authority type may try to consolidate. Many of them, having only one Unit, will try to attain an extra Unit for the enormous defense benefits that brings. For states that are aggressive, they will probably seek increased capability to wage war. Peaceful states will lean towards defense pacts.

In the off chance an NPC becomes a Great Power (unlikely to last given the economic supremacy of the players will likely bump them back down to Regional status and how Powers are re-calculated every 2 turns), they have automatic Initiative each turn, but still only one Action.

... if an NPC somehow became a superpower something has gone terribly wrong and I will be railroading that back into nonexistence. Anyway, some more clarifications:

What Requires Initiative

Any policy action with mechanical effects. Treaties, new Units, changes to government style, espionage, all of it.

Initiating hostilities beyond their borders (except as a response). An NPC’s Units may not venture outside their territory unless as part of a player-directed operation, or when the NPC itself has Initiative. Fair warning: a declaration of war does not count as a policy action without some mechanical effect tied to it, e.g. cutting all trade. NOTE: launching an invasion does not count as a policy action, because the results of that are determined by Unit placement primarily. Something like calling in allies does.

Having a +2 counterespionage bonus (for minor powers).

What Does Not Require Initiative

Diplomatic statements. NPC states are free to signal their intentions and perspectives… of course, bear in mind these may not be entirely truthful.

Placing and moving units around territory. This can signal an NPC’s long-term intentions, as well. Cheat sheet: a state that is almost exclusively or exclusively Air Wing-based is probably not harboring intentions of global domination due to inability to occupy territory.

Moving units into foreign territory when a state of war already exists.

Small relationship adjustments. NPC opinions on states may shift slightly in response to behavior, e.g. being aggressive may cause peaceful states to lower their opinion of you. Generally it will only be +1/-1.

Having a +2 counterespionage bonus (for regional powers).

The festival is a massive success. Not only does it promote culture exchange and tourism, but many foreign businesspeople and dignitaries are in the country during the time; they bring goodwill back to their home governments about Uruk’s culture and its lucrative economic offerings.

India

India ratifies a trade agreement with the High Kingdom. 15 (16).

The Indian government swiftly passes a package of trade initiatives, and with the High Kingdom's enabling act in place, trade quickly skyrockets between the two great powers of Asia.

India invests in a huge infrastructure program, primarily high speed rail. 5 (7).

While funding is approved, it is limited, and apparently not the best engineers were chosen. Thankfully, casualties are minimal. (-1 EP)

Poland absolutely agrees that the Baltic League and Poland can have a mutually beneficial relationship, ensuring the security and prosperity of both states.

The Baltic League's Secretary is beaming as he reads the letter... then he notices it's actually a folded up paper. He unfurls it.

It is a map, around which the edges read, "The Baltic League shall declare itself under the diplomatic, economic and military suzerainty of the Union of Poland, or else we shall have to take drastic action to protect the Polish minorities in Latvia and Lithuania, who we have evidence live in horrible conditions. The Secretary calls an emergency meeting of the League Council to discuss whether to acquiesce. 6. The motion fails, and Poland is rebuffed.

Within hours, the first Polish bombs fall on the industrial sector of Helsinki. President Karmazyn announces Poland shall push to the shores of Tallinn.

Wars



The Vandread Empire deploys a new Air Wing to attack the Great Lakes and supplement two Armies invading Illinois and Wisconsin.

While this time around the Great Lakes can successfully arrive to protect its territory, they are outnumbered, and it is not longer before they are pushed out of the Upper Peninsula and into Ontario once again.

The Vandread Empire now has the sufficient firepower and strategic positioning to conquer the capital city if it so chooses.

The Birth of International Organizations

With the formation of IREGS between Crete and the UUC, the game has its first official International Organization, or IO.

IOs will be created as they are successfully rolled for between states. So, the basic mechanics of them:

-Their internal mechanisms (resolutions, admission votes, etc.) do not count as a Policy Action. Joining them is the only thing that requires a Policy Action. Players are free to charter these internal mechanisms as they please, whether when founding them or as the game goes on. I personally suggest chartering organizations' basic structure (namely, how people join and any restrictions on admission) when creating them.

-IOs will have benefits, noted in the Diplomacy tab. The exact scope will be based on the original Policy Roll that created them, but future Policy Rolls could enhance (or reduce!) this.

-In the event internal votes are ever an issue, states will generally automatically vote on the behalf of powers they are allied with or a client of. The only exception is if a state has ties to both sides in a dispute, in which case relations will be used to calculate a roll (say, if the Union of Nations is formed and minor power C is allied with both Great Power A and Great Power B, and A and B are split, it will make a decision between the two influenced by prior modifiers). Some nuances may emerge in special circumstances, of course.

-This being the Cold War/soft power game that it is, there is nothing stopping rival great powers from creating their own copycat IO if you keep them out of yours. Consider how the RL United States often found it useful to incorporate rivals in its sponsored IOs rather than ban them completely.

Events From Around the World

Vandread Advance Continues Unabated

With another smashing victory in the Battle of Chicago, the Vandread Empire is anticipated to conquer the rest of the Great Lakes Confederacy within the year. Some analysts have suggested Vandread could be a contender for superpower status with the Great Lakes' resources as its own, but others have argued rebellion will be widespread enough that such a status will not come easily.

Papuan Realignment

The President of Papua was forced to appoint a new Prime Minister after the latter was subject to a vote of no confidence. The new Prime Minister leads a coalition favoring closer ties with the FRCN. Papua has abandoned its claim to the Bismarck Archipelago, and offered several concessions to the FRCN in exchange for protection from Indonesian irredentism.

(Papua has become a client state of the FRCN)

Baltic War Breaks Out

The Union of Poland has declared war on the Baltic League, citing abhorrent living conditions for Poles in the Baltics. President Karmazyn has announced an intention to occupy all of Estonia, Latvia and Lithuania due to lack of concessions from Helsinki. While the League has a Navy that it can use to try and blockade Polish ports, it will be helpless to stop air raids and the seizure of the Baltic states themselves.

The Pacific Union?

With the formation of an alliance between the FRCN and Australia, it appears Kant may have been right even more literally than intended. There is now an alliance network stretching across the Pacific Ocean that incorporates almost 10% of the global economy and 8% of its military forces. While only connected by the FRCN, the possibility of peace across the Pacific Rim seems all but guaranteed by the cooperation of several democracies.

Coup in Vietnam

Vietnam’s socialist republic, paralyzed by corruption, has seen the Premier exiled from the country. A group of young union leaders and military officers has thrown out most of the old leadership, and reorganized the economy along market socialist principles. However, the state has opened itself up to political competition to preserve legitimacy.

One area Vietnam probably has alarmed some autocrats of the world, however, is shifting from a formal policy of non-interventionism to revolutionary ideology, believing economic and political democracy should be the norm worldwide. Nonetheless, Vietnam has suggested it will not initiate warfare so much as encourage the spread of syndicalism and democracy.
