This, Orix, and that other city nearby NEED courthouses/police stations, before anything else. Otherwise they are close to useless.
The two captured roman cities are actually functional, but would also be better if they had courthouses/police stations.
The old Roman city Neapolis is actually valueable thanks to magellen's voyage, which increases all ship movement by 1.
Alexander of the Greeks has espionage, which you may want. Even if all you do is plant the spy, you will have up to date info on their military
By making people really angry, and then screwing up a spy mission, you can also get people to go to war with you
Kahun is corrupted. It needs courthouse/police station.
If you keep your gold at 1000+ you will make an extra 50 gpt on interest from your wallstreet.
A quick assessment indicates corruption in general is actually pretty low. Goodjob.
Another city that could use some help with corruption is Avaris. Finish the factory first.
There's a mined gold tile west of Thebes, north of Memphis, and south of Seleucia that you could build a city on. Since no city can work that gold, and commerce bonuses from resources will be used even on the city square (as in, the gold isn't wasted by building a city on it like wheat would be), you could have a decent little coastal city cranking out some good commerce.
If you want to be friends with your Greek neighbors, one thing you could do is wait for them to get combustion, and sell them oil.
Unlike the other countries, he's still got a good economy.
Germany has many luxeries they either won't share, (3 of them) or will for a hefty price (gems). If you are dying for a fight when you get tanks, and... actually, no bad idea. You'd lose the five eastern cities right away, ESPECIALLY the southern ones. They are guarded by a total of a warrior, 2 spearmen, and an archer
A quick look at your army indicates of you save some gold you could upgrade your:
1 warrior (to swordsman in vanilla civ3, guerilla in ptw)
1 archer (longbowmen or guerilla, respectively)
10 spearmen (into 10 infantry)
6 swordsmen (only if you have ptw though)
3 pikemen (to 3 more infantry)
1 longbowmen (again, only with PTW)
2 knights (cavalry)
6 musketmen (6infantry)
15 riflemen (15 infantry)
4 cannon (artillery).
If you have PtW, that totals into an extra (I did read that you bought PtW right?):
4 artillery,
2 cavalry,
9 guerillas
34 infantry
Though it sounds like a lot, most of your military is up to date.
