The directories in "users" are created after starting the game (so if you screwed up something in "users" you can just move the folder away and get fresh start without reinstalling). The installation process doesn't create them.

Thanks, man. I had to reinstall b/c BUG mod was refusing to run with Civ located in the Program Files directory.
