In addition to this, it's not like granaries rule out the use of city states. Why not just have both?

You can have both, but w/ maritime CS granaries fall pretty far back on your build priority order, and you can focus hammers on other things.

True, but by the time maritime city states become a reliable source of food, I have already build and profited from my granaries. They are among the most important buildings IMO.
