National Wonders Bug

It seem that National Wonders (or at least Heroic Epic) are currently bugged. I have 3 cities and the only one with a Barracks is my capital but I am still allowed to construct the Heroic Epic.

I can confirm that this is not isolated to just Heroic Epic as I have had the same thing happen (3 cities, only one has the required building) on National Epic and Circus Maximus.

I found this with Heroic epic, I don't remember with the others - I only have 4 cities in my current game.
