"Badly fragmented" with whatever way you're checking probably doesn't impact performance - MS did a good job of having the automatic defrag run when performance will actually be improved, not simply at arbitrary levels of fragmentation.
I think I remember reading in the newspaper a long time ago that NTFS didn't need to be defragmented and that to defragment it was harmful. Guess they were wrong.

You sure you didnt remember it as flash drives? Flash and solid-state drives don't need to be (Don't remember why) and doing that will reduce the lifespan.
That probably was it. It was a long time ago; the writer may also have been confused about the difference.
I think the reason they don't need it is due to differences in how they're read; HDs have a physical spinning head but flash and SSDs have no moving parts.
