My friends and fellow nations, there are lawbreakers in the United States. It is obviously not a problem isolated to America, where there are laws there will be lawbreakers. These people are often imprisoned and when they choose to attack the police forces of the United States our police must be allowed to shoot back in order to maintain order.
The entire focus of modern democratic society is the maintainance of order, in the past that focus may have been the improvement of one social group at the expense of another, that may be the case in nations that presently inhabit the world, but in a democracy we are interested in maintaining order.
There are places in the democratic world where order is threatened, I won't imagine otherwise, there are those in places who hope to revert from order-providing institutions to rulers who exploit the ruled, there are people who simply rebel against the authority of the order providing institutions and against order itself.
Such a group is now in Quebec, fighting against the ordering forces of the United States and Canada, such a group is openly funded and supported by the Soviet Union, such a group can only be treated in one way by democratic, order keeping, institutions and that is to stop them and to protect the common citizenry by removing the threat that they pose. For this reason the United States will not end its support of Canada in their attempts to end the Quebecois revolts.
