In a speech Khrushchev said "I have devised a 2 year plan that should ensure the growth of Union. We must first build up our agriculture to help sustain our people and our allies. We will then build up our health systems, all towns will have medical care and no person wil lbe left behind. By this time in 2 years, we shall have reached a new level of industrial and technological strength." The Premier has already promised 100 Billion dollars(10 pp) into helping poor farming communites and modernize them. More could be aloquated but recent American action could force the Premier to send money else where, such as the military. Recent American research into Nuclear weapons also may force the Premier to allocate funds to that area as well.

You need to spend a third of your PP income once, so i think is like 2 for warsaw, 3 for sao paulo. 6 PPs for the EC & 18 for the USSR world cup
for building stadiums,hotels,etc,etc.you can spend more and make it much more grandiose, giving your ideology a propaganda bonus

If you have not noticed, the US has sent forces to all the hotspots of the world, for protection. US has sent forces to Europe, Brazil, and India. These are merely bases to guard from any kind of attack that may come. No, we are not withdrawing our forces, and no, no aggressive assault has been planned. It is simply to build up American bases, air fields, etc in our allies territory to help them feel more secure and know that we are on their side and looking out for them.
